I'm fairly sure it's the network (possibly exacerbated by whatever my
Jetty configuration is) but curl and Firefox both download it successfully
here.

I don't run our network, so my options are limited. I'm not really keen on
hosting this on shibboleth.net as it's not yet a project output and it
sets a bad precedent if others want their stuff hosted.

I attached it to my personal wiki space, which is still fudging because I
had to override our attachment size limit, but I'll let it slide.
