reworking nightly builds

We have had some more problems with the nightly builds, coincident with some changes to the V3 parent project. I'll be doing some maintenance on this over the next couple of weeks to arrange for the nightlies to be done in a more conventional but hopefully more predictable order. This has been planned for a while but the relative lull over the vacations seems to be a good time to do this... things will undoubtedly get worse before they get better as this is a pretty major revision.
