java-idp-testbed : Maven coordinates ?

I think the Maven coordinates for the testbed should be changed, based
on our repository layout[1], from net.shibboleth:java-idp-testbed to
net.shibboleth.idp:idp-testbed, okay ?

I guess the issue there is that the idp-testbed artifact source lives
outside of java-identity-provider, which is different than the rest of
the artifacts that share the net.shibboleth.idp groupId. Maybe
java-idp-testbed will become a child of idp-parent eventually.

If the net.shibboleth.idp groupId is not okay, then I suggest .tool or
finally .utilities.

As a note, xmlsectool has a Maven groupId of net.shibboleth.tool but a
SVN URL of svn.shibboleth.net/utilities, so there is at least one
mismatch between Maven and Subversion coordinates.
