In the file, the octet sequence is 0xC2, 0xB9. I believe that's a valid UTF-8 encoding of the Unicode character U+00B9. This is SUPERSCRIPT ONE: http://www.fileformat.info/info/unicode/char/b9/index.htm

So it's valid, which is why the Shibboleth stuff is not claiming there's a problem. Of course it is unlikely that the registrant intended SUPERSCRIPT ONE here. It's more likely that they intended an apostrophe, or something like that; the question would be how it got that way. In my experience, it's most likely some sort of conversion to/from something like Microsoft Word.
