I just tested it on a copy directly from the web site. Unless there's some
option needed to trigger a check it's not doing by default, xmllint is
happy with the file.

I also loaded it into Oxygen, it's happy too.

If there's a bug, it's definitely in Java itself or Xerces anyway, so I
doubt we could do anything about it.

But the SP is also loading the file happily, I checked on shibboleth.net

Do you have a sample command line for xmllint that fails?
