Prerelease version of IdP 2.4.0 available

I have uploaded a signed snapshot of the upcoming 2.4.0 IdP release to:

http://shibboleth.net/downloads/identity-provider/prerelease/

We believe this is feature and code complete, so it's something of a
release candidate.

I have not created proper pages for highlighting important changes or new
features as of yet, that's next to do, but since my primary concern is
regression testing, that's not entirely relevant to trying it out.

If you run into anything, just open bugs or send feedback here.
