It is accounted in that manner that it is because support for the
InCommon federation and it's members was not to be reflected in the
Shib Consortium budget. InCommon is different than most federations
in that it doesn't maintain a separate support system outside of the
Shibboleth users list. If we are to account for things in the way
you're suggesting we'd then also have to include all support staff for
every federation. While that may be an interesting number to see, it
wouldn't reflect the actual amount of effort we could direct towards
any given bit of work.
