Xacml 3.0 Support?

There is no current plan to add XACML 1 or 3 support.  XACML 2 was
donated to the project by the SWITCH group because they needed it for
a project they were working on.  If you'd like to donate XACML 3
object providers we could discuss what would be involved in that once
I get back from holiday in a couple weeks.
