Packaging update

I've made a "final" set of enhancements to the RPM packages that moves the
shibd "run-as" user and (on Red Hat 6) the LD_LIBRARY_PATH variable to
/etc/sysconfig/shibd so the init script should be fully hands-off now.

As before, test packages are available from
http://download.opensuse.org/repositories/home:/Scott_Cantor/

If you have existing init script customizations, please evaluate them and
if any additional enhancements need to be filed, do so. I can easily move
additional settings into the sysconfig file.

I wouldn't advise moving your own settings into conf.d/shib.conf just yet,
because if a patch to 2.4.3 is needed before 2.5 is done, I won't promise
I'll backport the change to protect that file (the comments in the file
will be fixed if that's the case). Once 2.5 is released, it should be safe
to use it for local changes and I'll change the documentation to reflect
it.
