Initial changes pushed. We now enable

* On first install we enable
idp.Core
idp.EditWebApp
idp.CommandLine
idp.authn.Password
idp.admin.Hello

* we only copy from the distribution
webapp
bin/lib
doc
system

The last two are debatable

* For licensing purposes does it suffice that the text file are in the distribution
* Do we want a module (ISTR that this was discussed in idp-2002.
* I have no idea what to do about system - refuse to upgrade if it exists?)

In addition the installer itself needs the current contents of bin and bin\lib
