I have something which does a clean install

* enable the core module at the start of time
* Kludge up the inline edit of idp.properties and ldp.properties
* create the credential folder on the fly prior ro writing secrets,properties

I need to test a wee bit more and also test upgrades.

I also want (while I am there) to remove the code which logs this

The windows installer is still probably DFW at this stage but we can deal with that later
