(I suspect that classic URL mishandling on windows ( file://foo/bar != file:///foo/bar ) because I am seeing this:

URL file:/H:/Perforce/Juno/V5/java-identity-provider/idp-conf-impl/target/classes/net/shibboleth/idp/conf/C:/Users/rdw/AppData/Local/Temp/IdPHome10852684930658256683/conf/global.xml

Where the stanza starting h: is my development directory and the c: one is the idphome I built.
