The issue is that setting idp.home to something other than classpath: in this context appears to (at the very least) get in the way of resolving some (not all) classpath: resources. Ones in idp-conf-impl (like /net/shibboleth/idp/conf/global-system.xml work but ones in idp-conf (like /conf/system/global-system.xml) I haven’t squared that one away yet but I am now not able to resolve files pointing to the (new) idpHome.
