I wouldn’t consider it the same question, no. Any Shibboleth SP receiving the persistent NameID is going to just use that, and there’s no reason an IdP should ever be releasing the Attribute and not the NameID itself. This is why I do not really believe there’s much of an issue here.

As far as metadata goes, I don’t take any RequestedAttributes seriously in InCommon and I’d have to be convinced why anyone else’s information is any better.

If you take out those 3 implementations, I would have to question the possibility that anything else could possibly know how to consume the Attribute in the first place.
