I reviewed the libcurl docs a bit and I noted they claim to “translate HTTP/2’s binary nature into standard headers for compatibility”.

My guess is that’s not working, or it’s perturbing the header in such a way that the very primitive parser in CurlURLInputStream in xmltooling is being fooled and not extracting the tag. I’ll have to go in with a debugger on Linux and try my best to catch it, or just build from source and probably instrument it all with some logging to diagnose what it’s doing.
