In the handler, yes, that appears to be the case. There are other ways this all runs, though. My expectation is that the NameID produced by the handler is a pretty specific case (and that one would be easy to alter). The implicit behavior when it queries via the SimpleAggregation feature, etc. may be very different. It sounds like you’re just talking about the handler?
