Its a new module, but the idea is that the module subsystem decides that this module was already installed (because all it does is populate that directory).

Thoughts:

* It would be good if you could keep a archive of that install.
* A module --verbose might give some hint as to why it thinks that module isn’t enabled
* And you should be able to enable the module by hand to get yourself going

I’ll take a walk through the module code and see if I can work out why it thinks its disabled.
