Scott Cantor ( https://shibboleth.atlassian.net/secure/ViewProfile.jspa?accountId=557058%3A5b78efc9-1379-42cc-a3f6-56c6ea3a0007 ) the point is to be able to share this parent between the enforcer and the data - these are the two project explicitly mentioned in the parent pom and so introduce a circularity if they are parented by our parent.
