After speaking to Henri Mikkonen ( https://shibboleth.atlassian.net/secure/ViewProfile.jspa?accountId=557058%3A1614c4a5-c89e-4edc-9421-990bd6ea85fd ) , it seems best not to make commons V2.2.0 responsible for a shared security properties file, so that it does not confuse deployers on upgrade. This could be added back for commons V3.0.0.
