Discussed on today’s dev call (2022-09-16).

Idea is to move <repositories> and <pluginRepositories> to a Maven profile, which is not activated by default.

Preference is to configure repositories either in the POM or settings.xml, but not both. So, work includes moving all of the repository definitions (POM or settings.xml) to a profile, and updating the documentation for developers.

Perceived benefits are tracking changes to repositories (via git rather than wiki documentation or actually hosting artifacts) as well as less changes to CI nodes.

Although we rarely depend upon third-party snapshot artifacts, this should be the least effort to activate/deactivate those repos.

Probably should communicate this change to third-party developers (who depend upon our artifacts) as activating a profile may be easier ( ? ) than configuring settings.xml.

And again, the whole point of this is so that there are no technical blockers to prevent deploying our artifacts to Central. (But we still have the indemnification/legal blocker)
