I tested the SAML flow, it does produce (itself) 2 audit lines — with a further final audit line from the outer flow as you say.

I can see the logic in it doing that, so there is always an audit of the SAML authn request to the downstream IdP. So I have used a similar approach in the RP for now. It perhaps makes the audit log more confusing to interpret, however.
