One reason we didn’t do this was not a good one, it’s just keeping the testbed running, without having to manually embed the entire file set in src/test/resources.

What this entails is basically relocating everything under idp-conf/src/main/resources into idp-conf-impl in the jar and adding a module properties file enumerating them all. It certainly “should” work.

Then those all have to be copied over into src/test/resources so the tests will work.
