I can get this reproduced on the AWS instance. Useful commands include

runas /user:jenkins /savepasswd cmd
cd \opt\jenkins\workspace\java-identity-provider-v5-multi\jdk\Amazon-17\label\Windows2022\idp-conf\   
set JAVA_HOME=\opt\jdk\amazon-17 
mvn clean test -D idp.logfiles=C:\opt\jenkins\workspace\java-identity-provider-v5-multi\jdk\Amazon-17\label\Windows2022\idp-conf\target\logs\

But of course the problem then becomes - what is a usual inside the test framework. This for instance seems expected

Unable to find '/conf/idp.properties' at 'foo'

But there are a lot of cas-ish errrors to do with
