[JIRA] (JSSH-9) Rework IdentifierGenerationStrategy usage

Implemented a Provider/ParamaterSpec model for instantiating the 3 remaining types, and adjusted all existing usage in the core projects. It's a bit overblown, but it solves the dependency.

I also took advantage of the Java 17 change and converted the type of the random source in the non-secure variant to the new interface that sits above Random so that it's not limited to that. There is no equivalent to replace SecureRandom in the API.
