[JIRA] (IDP-2015) Review web.xml for improvements via code or annotations

The only thing left I could pull is the session-config, but I don't see much point of it. There's no way to use Spring to configure any of it that I can think of, and there's no advantage I can see to using external properties to configure those settings, so that will be the remaining need for editing the file for now.

At least we have no remaining class declarations in there.
