[JIRA] (JSPT-89) IdleConectionSweeperTest needs review for timing inconsistencies

The test waits for 250ms - which should be an eternity, but under the load of a windows update it is maybe feasible given my empirical observation that in Window10 they have screed with the scheduler. Add to that the whole underlying weirdness of running in a VM in a datacentre and it becomes 'bearable'.
