I might not be following you here, but if your issue is that your server has no outbound access so the plugin installer can’t fetch the files, there should be command line options to override the various checks and download features and just directly install the newer version from a tarball downloaded separately and manually moved on to the server.

The installer does not, and will never, be able to do anything but “leave the OIDC plugin in an unusable state”. That’s normal when you upgrade beyond the level of what the older versions of the plugin(s) support. The installer of course is designed to fetch the support matrix from the online source and report on that, but if you don’t allow access to it, you really need to take care of that manually.

But the point is that in no case does the installer itself ever “fix” the issue. It simply assumes you’re going to install the newer plugins once you’re ready to do that, and you should be able to do that without Internet access.

Having said that, you should make this simpler on yourself and simply stage all this on a server that does have outbound access, and just copy the resulting tree over to deploy. Easy and simple.
