I can’t answer what exactly the setting does, but I can definitely say that it would never just retry endlessly, that wouldn’t make any sense. Eventually it’s going to stop and fail.

Based on the issue summary, if the question is why it’s exposing that to the page, that really depends on how error messages get mapped and what the logic in the view template does, but that’s all controllable. But you definitely couldn’t make it just hang endlessly retrying, we wouldn’t see that as a feature.
