https://github.com/eclipse/jetty.project/issues/8942 ( https://github.com/eclipse/jetty.project/issues/8942 ) explains why (logback 1.3 is J2EE logback 1.4 is Jakarta, but it doesn’t matter because we don't use any jakarta-aware jars)

So:

* For sanity I should build a 11.0.13-WINDOWS jetty base,
* But As per Scott on the committers list some divergence is OK so there is no urgency
* But because for us logback 1.3.5 is the same as logback 1.4.5 we can use the 11.x.y-WINDOWS jetty-base against jetty 10.x.y
