Logback version HAS changed in 11.0.13 to 1.4.5 from 1.4.0 (in 11.0.12)

But it has *also* changed in 10.0.13 to 1.4.0 (from 1.3.5 in 10.0.12).

The net result is that the current jetty-base version 11.0.12-WINDOWS will work is Jetty 10.0.13 but may not work with Jetty 11.0.13. It also should not have worked with Jetty 10.0.12, but did.
