There is yet another edge case bug involving absent conditional imports of bean files into flows. This works generally for Spring imports at the top level but is failing on Windows when drive letters are involved for a conditional flow import.

I have not yet spotted an obvious fix. For now, the obvious workarounds are to create missing files and/or avoid drive letters. I would personally advise that we consider dropping drive letter support at some point, as anything can be symlinked to C:/somewhere if it needs to be.
