I am absolutely no expert on mvane but I know how the IdP and the plugins build their distributions. The latter is definitely drawn from the former, and may not be best practice, but it does fit in well with the JarEnforcer (because it was designed to).

What I’d expect to see is there (the maven-assemble-plugin stanza). But running both an mvn install or an mvn site do not cause a distribution to be built (that I can see).

I’ll observe that the way that dependency management is handled within the assembly makes it harder to make the enforcer work - but that is my problem. I can fix that by adding a plugin to unpack the distribution and then looking at that.
