So I must have misread https://shibboleth.atlassian.net/browse/IDP-1864. If the jetty base needs to be pinned to what Jetty uses that makes life a lot easier.

It does call into the question of whether the jetty-base pom should be parented by our parent pom, or have a parent, or perhaps be parented by jetty (gulp).
