I suppose unsurprisingly, this is beginning to unravel both the AttributeValueStringMatcher and the AttributeValueRegexpMatcher do not do anything special about ScopedStringAttributes to (for instance) a scoped value foo at example.com will be a match for <PermitValueRule xsi:type="Value" value="foo"/>

I have no idea whether this is right or wrong but it is what it currently does (so, but some ruling is “right”).

It feels as though at the very least there should be a log warning? What do others feel ?
