As touched on in IDP-1868 ( https://shibboleth.atlassian.net/browse/IDP-1868 ) Reopened we are still getting bitten by the ill-advised inheritance of ScopedStringAttributeValue from StringAttributeValue - the issue being that you need to check to se if an objects is the former before the latter because the former infers the latter.

It would be nice to get rid of that in V5. A plan would be

* Introduce an entirely new ScopeAttributeValue which does not inherit.
* Rejig all our code to prefer this type (but handle both)
* Add a deprecation to the old ScopedStringAttributeValue

Any of these stages might fail but its a test worth doing
