It seems like this code is “just” adding a check for a fixed scope value (and in particular doesn’t allow for specific value at scope combinations where the scope will vary by value.

GIven that, I think it makes more sense to just add a class that does nothing but enforce a scope match since that can just be wired up in combination with the existing classes we have now.
