Back in the beginning the artifactMap.properties file was one per project and so it made sense to not allow it to contain information available elsewhere.

Then I moved it to the central location without removing the restriction,

Then Ian added some properties that he needed for XSECTool

Then we made a change to the 4.1 stream.

And then everything broke.

Before we can enable these new group mapping in the artifact file I need to srop it being fatal that the information is in two places (unless the information differs). hence this case.
