After discussion, moved PKCE settings up to base class for future use on authorization endpoint.

Given the change, I reverted the deprecation approach and left all the current shared settings on the base class and tentatively suggest we allow use of either the SSO or Token beans. The Token bean would be for the future use cases when OIDC support alone isn’t sufficient.
