I don’t know the properties well enough to know if they would just clutter things up, but what I would probably suggest perhaps is just basing it on locating idp.home, and having it load the properties the same way the IdP does, so even if you put them in a separate file, that would just get auto-located and loaded for you.

I don’t know what it’s actually populating from the configuration here if anything, but supporting a template/shell to add to would perhaps save people some time. But making it fully dynamic is pretty much impossible, that took extraordinary support across all of the SP code that will probably never make it into the IdP code given that it’s an anti-pattern to generate the metadata like that anyway.
