Code wise this gets ugly pretty quickly in terms of the existing code (which starts from the assumption that discovery has been done.

However I think we can boil the “its in the property file” stuff out of net.shibboleth.idp.installer.plugin.impl.PluginState and use it there and in a new net.shibboleth.idp.installer.plugin.impl.PluginDiscovery class. Then this can be plumbed into a

--list-plugins -lp

and a

-install-by-d -I

qualifier (which can also take an override URL)
