Given that all of the Shibboleth team IdP plugins go through a common update properties file (this is partly historical, as the plugin architecture allows plugins to each have their own update properties URL) we have the opportunity to provide a discovery function to access the principal plugins in a simpler way.

We could add a subcommand to `plugin` to list the plugins described in that file, and also allow installation via the plugin's identifier if it appeared in the default file. If you know what you want, this would be a much simpler UX than the current one of going to the wiki, browsing web pages, downloading the `.tar.gz` and signature and then installing that file.
