The DS metadata provision (mostly contained in the class IdPSiteSet) was built against a very early (pre IdP v2.0) release of OpenSAML2.

It has received little by way of tlc since and hence is in need of some maintenance.  Specifically:

- (iirc) That version of OpenSAML didn't have the signature or lalidUntil filters and not having these is actually embarrassing and an invitation to sloppy deployment practices.
- It makes use of the long deprecated FileBackedHTTPMetadataProvider class and its own configuration.
- The code has rotted somewhat and needs a tidy.
