    Resolution: Fixed

After some back and forth with Scott this is doing exactly what we need to test for this release.

- The ProductCode (for RC1 and for the pseudo-2.5.1) is unchanged.  This is good because we cannot upgrade this from the beta (although having a different product code and AllowSameVersionUpgrade="false" woul;d have the same effect)

- In the Beta->RC1 path, XMLSEC 1.6 is replaced by xmlsec 1.7 (changed name and changed componentId)

- In the RC1->2.5.1 path shibsp1_5.dll is upgraded (FileVersion 1.4.3 -> 1.5) same name and ComponentId)

- All unversioned executables are upgraded (because their names have changed).
