Generated a fake 2.5.1 and posted here:

This has fixed libshibsp DLLs that correctly have the 2.5.0.0 file version (the RC had 1.4.3.0 by accident).

We want this to install fully over top of the RC installer and update the affected files without touching anything else.

We should also tweak something in an IIS config to verify that it doesn't get touched by the upgrade step.
