We have a similar use case in the UK federation. At present, we meet it by use of a UK-specific metadata extension and by building a second metadata aggregate alongside the production one, with the "hidden" IdPs excluded.
This second aggregate is the one used by the central discovery service in normal operation. However, we have found it to be *extremely* useful to also provide the central discovery service with the full aggregate with all entities included. The CDS UI includes a "Search over All Sites" link which switches to using the full aggregate so that IdPs that people think of as "test IdPs" can be tested against production SPs.
It would be useful to be able to filter the discoverable IdPs via some entity attribute (or in general some kind of configurable entity characteristic; XPath seems an obvious choice for specifying exactly what) and thereby avoid publishing multiple aggregates. However, to make use of this in the UK we'd still need the ability to "Search over All Sites" as an alternative within the same CDS deployment.
