DOS / GitWeb removed

As noted by Ian this morning on users, we had another DOS attack (they've been ongoing) against our GitWeb service this morning, so we've had to take the only practical step we can for now and just take that offline for public access.

There are solutions but they cost money and it would require discussion with others before implementing, and a lot of people are out on vacation right now.

Access to Git itself via https still works (I restored that this morning). We are discussing mirroring options but as I say, vacations make finalizing that tricky at the moment but hopefully we'll work something out soon.

Sad world we live in.
