OIDC OP plugin v3.1.1 now available

The Shibboleth Project has released V3.1.1 of the OIDC OP plugin (see 
release notes at [1])

This is a patch release, primarily addressing a regression issue that 
prevented public OIDC clients from accessing token endpoint.
