Shibboleth Identity Provider V4.1.7 available

As promised last week, we have made a build of the IdP available [1] that contains the latest Spring Framework libraries (matching what we shipped with V4.2). It contains no other changes from 4.1.6.

This is the final V4.1 release no matter what else happens and any future security fixes will only be made to the 4.2 releases.
