xmlsectool 3.0.0 released

Dear colleagues,

I am pleased to announce that version 3.0.0 of xmlsectool
has been released and is now available for download.

This release replaces the previous version 2.0.0, which will
reach end of life on December 31, 2020. It should be close to
a drop-in replacement for version 2.0.0 for most users.

Note, however, that:

* xmlsectool 3.0.0 requires Java 11 or later

* command-line syntax has changed in a number of minor ways;
use of the older syntax will in most cases be accepted with
a deprecation message being issued
