EOL for Shibboleth Identity Provider V4 is Sep 1, 2024

For visibility I'm sending this separately from the V5 announcement: with the release of the new major version, the planned EOL date for the V4 IdP (and OpenSAML of course) is September 1, 2024.

Until then we will be issuing security patches, and depending on severity, bug fix patches for that branch, on an as needed basis.

There will be no further functional enhancements to V4.
